It's not all that difficult to make it so that a script controls the speluker's movements, but it's much more difficult to write the actual script. In between would be sorting out how to pass world state into the script.

Kinda both. Selecting modes is like changing options in, let's say, Robot Battles. While letting the player customizing his own Spelunky bot lets the player custumize the personality of the bot to his heart's content (like making it a thief, for example). Note, I suggest making your own scripting language and then having it exporting it to gml so that it can not only be sharable, but very convienient tn the gm runner (didn't you know that gml is a interpreted language?). Yes, I know it'll be difficult, but it'll be worth the shot.

I just... get distracted. I don't work too hard on Game Maker nowadays. I'm not a hard worker when it comes to games. Or life. Whoops, did that come out?
