Well, at least being able to show that they are seriously intent on accomplishing something. A demo/ playable build isn't exactly necessary from the get-go, but determination in working on it is. Basically what Keg said, if you can't show some progress, at least say what you're working on. Otherwise consider the subject matter fair game for anyone who is serious about it.

How about: I like that compromise.
You "call" a mod by starting work on it, and showing that work has been done. If not through a workable version, then at least through devlogs.
Ideas still don't count. You must actually START work on it.
It is discouraged to make a version of a mod still in development, unless its taking forever. Wait until the original mod is at least mostly finished.

Well, there's also the fact that I could say I'll make a vamp mod, but if you've already been working on it, I doubt I could release anything first. That, and I didn't really mean it as a hard and fast rule.
